Alvaro Salas is a native of Costa Rica and has a Master’s degree in Public Administration with a concentration in Science, Technology and Infrastructure from Cornell University as a recipient of the highest honor fellowship by the Cornell Institute for Public Affairs.

His work has been published in the World Economic Forum Global Agenda Council as one of the co-authors of a case in the Latin America Report under Innovative Public-Private Partnerships for Inclusive Development in LATAM, opinion pieces at the Huffington Post, the Morocco World News, the United Nations e-Government survey (as a member of the research team in New York and Geneva), and in La Nación, a leading newspaper in his home country.
